“Tariff Wickets”
Let me take you back, way back, to the times when schooners would travel up the Brisbane river laden with goods from far off lands. The captain would dispatch his loyal and trustworthy purser and a seaman on a skiff to row up to the these three windows covered with bars. There they would be assessed for the fees and tariffs they would have to pay for the goods they were importing into the city.
This customs house still stands today with its brightly colored limestone walls in the CBD (Central Business District) although its function has long since past. However the collection of taxes has not.
